Student-leaders symbolically padlock the gates of the Commission on Higher Education (CHED) last May 29, 2014 to protest its 'negligence' in approving the latest round of tuition hikes. CHED had recently approved the petitions of 171 public and private universities to raise its tuition fees for the upcoming school year.
